HISTORICAL BACKGROUND
Pili Water District (PIWAD) traces its operations from the town’s water system originally constructed in 1967 under the Rural Waterworks and Sanitation Association managed by the defunct National Waterworks and Sewerage Authority (NAWASA). In 1969, the municipal government took over the management of the water system but ceased its operation in 1972 because of its inability to continuously operate and maintain the system because of inadequate revenues and rising power costs that time aggravated by the fast deterioration of installed facilities. It was in June 26, 1981, through “Sanggunian Resolution No. 56, the Pili Water District was created and was then awarded with Conditional Certificate of Conformance (CCC No. 176) on December 18, 1981 after complying with the minimum requirements sets by the Local Water Utilities Administration (LWUA). The district was able to secure a loan amounting to eighty-eight thousand pesos for the rehabilitation of its source – the San Vicente Pump Station but choose to stop its operation because of irreparable condition of the pumping equipment and appurtenances. In 1989, through the efforts of Municipal Mayor Delfin L. Divinagracia Jr, the municipality of Pili was a recipient of a grant from the European Economic Community (EEC) amounting to P16.9 million for the development and rehabilitation of the water system. An entirely new system was designed and constructed by the Project Management Office (PMO) of the Bicol River Basin Development Program. The system was then handed over to PIWAD on April 16, 1990. From then on, the management and operation of the system has been undertaken by the district.

DISTRIBUTION AND APPURTENANCES

Currently, the district has a total of *266,725 kilometers of transmission and distribution pipelines ranging from 50 millimeter to 300 millimeter in diameter including its transmission and distribution appurtenances.

The district operates in a single-pressure zone that covers the twenty-nine (29) barangays of the supply area. It is divided into two (2) operation zones namely:The North and the South

The distribution system of the District and its appurtenances are composed of 800 cubic meter concrete ground reservoir located in barangay Curry which stored water from Balanak, Himaao Spring and Himaao Infiltration Gallery (HIG).

Water is conveyed through a 250 mm in diameter transmission pipeline and discharged through a 300 mm diameter main distribution pipeline down to the distribution network.

The district also has a 240 cubic meter elevated steel tank located in St. Paul Subdivision which stores water from a deep well water source during fill and draw operation and a balancing tank during minimum hour condition.

It also has a 500 cubic meter ground water steel tank which is located in Barangay La Purisima that stores water from a deep well source during off-peak condition and draw water during peak hour conditions.

To check the integrity of pipelines, air release valves, gauging stations and sampling points are located in different areas within the distribution system. From the pumping stations and storage reservoirs and tank, water is distributed to consumers through 50 mm – 300 mm diameter distribution pipelines complete with valves, hydrants, blow-off-valves and other distribution pipeline appurtenances.

The district draws its water supply from its Deep Well and Gravity Sources. The 54% of the total production of the district is from its Deep Well Sources while the remaining 46% is from its Spring/Surface source. The spring water sources are strategically located at the slope of Mt. Isarog in the Barangays of Tinangis and Curry

To ensure the 24/7 supply of water to its concessionaire, Active well sources are strategically located along the distribution line that directly injects supply to the system.

SPRINGS
BALANAK SPRING

Located at Barangay Curry with it is consisted of three (3) Spring intake with a rated capacity of five (5) to eight (8) liters per second which flows by gravity to its influenced area of barangays Curry, Del Rosario and the Población Barangays. It is considered as one of the oldest spring sources of the district, developed by the Project Management Office of the Bicol River Basin Development Program that was later turned over to the district.

TINANGIS SPRINGS

Originally developed by Barangay Tinangis but was later turned-over to the district because of lack of fund to finish the project. Both Springs flows by gravity to their influenced area. Tinangis Spring 1 has a rated capacity of seventeen (17) to twenty (20) liters per second. Tinangis Spring 2, on the other hand has a rated capacity of seventeen (17) to twenty (20) liters per second. Its area of influence are barangays of Tinangis,Caroyroyan, Cadlan, Palestina, Milaor and Población Barangays of Pili.

The district’s surface water source on the other hand is extracted from the Himaao River using Rapid Sand Filtration (RSF) as the first stage infiltration, located downstream of the 282 hectares watershed area delineated by the Department of Environment and Natural Resources. It has a design capacity of 60 liters per second. The water is conveyed through the 250 millimeter in diameter transmission pipeline leading to a secondary water treatment plant a 300 m3/hr. Self-Cleaning Automatic Hydraulic Filter then to an 800 cubic meter concrete ground reservoir located in Barangay Curry.
